Position Title Chief Information Officer (CIO)
Job Description
The Chief Information Officer (CIO) will lead the university’s ongoing commitment to support and promote the strategic use of information technology that advances the overall mission of the University. Reporting to the Vice President of Finance and Administration, the CIO will lead and manage the Technology Services department, including academic and administrative computing, networking, engineering and infrastructure, support services, classroom and instructional technology, programming services, and telecommunications.

The CIO serves as the principal technology leader for the university providing the vision and leadership for developing and implementing information technology strategies and initiatives university wide. The position scope is inclusive of all university divisions. This necessitates a high level of familiarity with the various constituents and a commitment to meeting the diverse information and communications needs that exist across all university departments.

The CIO is responsible for anticipating and maintaining a vision for the future technology needs at Missouri Western State University, and for recommending strategies, priorities, and projects that will best achieve the university’s strategic goals and objectives.

Supervision: Technology Services
ESSENTIAL DUTIES:
  • Leadership for the department and development of a strategic direction for information technology services and goal setting
  • Develop collaborations among University’s academic and administrative constituents to advance the University’s mission.
  • Acting swiftly to diverse needs of constituents, monitor trends and innovations to meet those needs, make actionable recommendations to leadership on short- and long-term plans
  • Troubleshoots irregularities of technology, networking, engineering and security services
  • Ensure data security, risk management, disaster recovery and business continuity planning processes, and technology policies are in place, adhered to, and regularly reviewed for currency and adequacy
  • Manage an extensive technology operations and capital budget with the ability to analyze and resolve complex issues with permissible resources, including with managed service contracts and vendors
  • Develop and organize technology talent that is structured to efficiently deliver services across the organization
  • Maintains currency with higher education best practices, regulations, and requirements
  • Other duties and special projects as assigned.
Required Qualifications
  • Bachelor’s degree in a technology related area
  • Significant higher education experience
  • Five years of progressively responsible, strategic planning, budgeting, supervisory and managerial experience in higher education
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Valid Driver’s License

  • Knowledge of best practices and methodology by which technology supports the teaching and learning environment
  • Knowledge and experience of information technology planning, development, and implementation
  • Broad technical knowledge including but not limited to enterprise resource planning, systems architecture, telecommunications, database administration, web and social media development, security and compliance, current and emerging computing technologies.
Preferred Qualifications
  • Master’s degree in a technology related area, Business Administration or other related discipline
  • Ellucian Banner ERP experience
Physical Demands
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
