Summary
  • The Corporate Technology Officer (CTO) develops and manages strategies and oversees day to day operations, programs and services across Mosaic Life Care and the Infrastructure Division of IT. The CTO will develop strong business partnerships across the organization to influence and set direction for technology modernization, healthcare digitalization, IT architecture, and emerging technology trends. As the technology leader, the CTO will represent the organization to a variety of internal and external stakeholders. Key Relationships: As a member of the IT leadership team, the CTO will partner with the CIO, IT, Clinical, and Business Leadership in the development and implementation of enterprise IT and digital transformation strategies.This position is employed by Mosaic Life Care.
Duties
  • Strategy and Planning• Partner with CIO and Mosaic Business partners to develop and participate in Mosaic strategic and operational governance processes.• Lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.• Establish IT departmental goals, objectives, and operating procedures.• Establish standards and controls for current and proposed information systems.• Ensure IT system operation adheres to applicable legal, compliance and regulatory requirements• Direct development and execution of an enterprise-wide disaster recovery and business continuity plan. Develop and implement a strategy for resilient business continuity and operations in the event of infrastructure or equipment failure.• Maintains awareness and understanding of new technologies, platforms and delivery approaches, and provides direction on what emerging technologies should be introduced and integrated within the organization to ensure technology capabilities appropriately support the organization’s strategies and operating objectives.• Maintains an active and updated strategy for sunsetting end of life and/or outdated technologies and platforms.
  • Acquisition & Deployment• Provide oversight and ownership of the entire network and system infrastructure ensuring effective design, configuration, implementation, maintenance, and monitoring of all network equipment and components.• Assess, implement, and manage on-premises, co-location, cloud, hybrid cloud, automation and other alternatives to ensure a resilient, fault-tolerant, cost-effective technology ecosystem. Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.• Directs the development of Infrastructure & Operations sourcing strategies• Develop, track, and control the Infrastructure & Operations annual operating expenses and budget.• Review and optimize hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.• Assess and develop plans for continuous IT improvements while building and maintaining a highly engaged, empowered team.• Keep current with trends and issues in the IT industry, including current technologies and implications for healthcare. Advise, counsel, and educate executives and management on their clinical, administrative or financial impact.• Promote and oversee strategic relationships between internal IT resources and external entities, including vendors, and partner organizations.• Supervise recruitment, development, retention, and organization of all IT caregivers in accordance with corporate budgetary objectives and personnel policies.
  • Operational Management• Act as an advocate for Mosaic’s IT vision via regular written and in-person communications with the organization’s executives, department leaders, and caregivers.• Assess and communicate risks associated with IT investments. Develop and implement plans to effectively manage risks within the technology ecosystem, in accordance with the organization’s risk profile and appetite.• Oversee the Support Services Team ensuring service and support is provided to meet or exceed formal service level agreements.• Develop business case justifications, risk assessments, and cost/benefit analyses for IT spending and initiatives.• Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations.• Ensure continuous delivery of IT services by establishing ITSM and providing oversight of service level agreements with Mosaic business leaders and monitoring of IT systems performance.• Define and communicate corporate plans, policies, and standards for the organization for acquiring, implementing, and operating IT systems.• Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.• Drive accountability to organization and department targets, metrics, and service levels.• Enable the development of individual team members, delivering coaching and guidance as needed to enable them to achieve their full potential.
Qualifications
  • A Bachelor's Degree in Computer Science, Management Information Systems, or other related field required.MS or MBA strongly preferred.
  • ITIL; ITSM, Zachman, TOGAF, CISSP, or AWS is preferred.
  • Minimum of 10 years senior level technology leadership experience, such as a CTO or similar role, with a proven track record of accomplishments in leading IT infrastructure services in a complex healthcare organization is required.And 5 Years of Experience architecting and deploying infrastructure platforms, cloud, automation, and services in support of digital health, telemedicine, data analytics, enterprise resource planning and other healthcare systems is required.And 5 Years of A successful track record of developing, gaining buy-in and executing IT and transformation initiatives at an enterprise level is required.And 5 Years of Demonstrated experience building a high performing IT infrastructure & operations in a 24/7 healthcare environment across multiple locations.And 5 Years of Deep vendor negotiations, contracting, and vendor management experienceAnd 5 Years of Demonstrated ability to facilitate evaluation of technologies and achieve consensus on technical standards and solutions among a diverse group of business and information technology professionalsAnd Experience with Epic EMR is a plus is required.
