Job Summary/ Scope
Performs skilled, technical and administrative work assisting in the supervision of Communication Center Operations. Performs quality assurance, prepares a variety of records and reports, serves as the Terminal Agency Coordinator. Supervises Senior Communications Operators and Communication Operators.

Supervisory Responsibility

Integral to the position of Assistant Communications Manager is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.
Essential Duties and Responsibilities
  • Assists the Communications Captain with implementing, coordinating and maintaining operations of the Communications Center.
  • Assists with hiring, supervising, training and performing quality assurance checks.
  • Develops staff schedules to ensure adequate coverage, and reviews time sheets for accuracy.
  • Coordinates and schedules training and certification for subordinates and administers the CTO program.
  • Performs quality assurance checks of all dispatch call types.
  • Investigates complaints or problems, reporting issues where appropriate to the Communications Center Captain to resolve concerns.
  • Assists with coordinating communication between department staff and outside vendors.
  • Prepares reports and audio recordings and testify in court as needed.
  • Attends various meetings, assists the Communications Center Captain with emergency management duties.
  • Maintains/Obtains certifications and skills to function as a Communications Center Operator.
  • Assists with the creation and revision of policies and procedures.
  • Abides by and enforces policy and procedures and evaluates subordinate performance.
  • Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
  • Skills in typing, computer, phone system and various printers.
  • Knowledge of street and road systems and general geography of the City and County.

  • Ability to work under stressful and unpleasant circumstances.
  • Must be able to successfully complete training on the Missouri Uniform Law Enforcement System (MULES).
  • Skills in supervision, computer operation, decision making and problem solving.
  • Skills in effective oral and written communication.
  • Proficient knowledge of Communications Center, police, fire and sheriff’s department policies and procedures. Must maintain confidentiality and integrity of the department.
  • Must comply with policies and procedures.
  • Meet the minimum training standard and successfully complete the training program.
  • Valid driver’s license required.
Materials and Equipment Directly Used
Operates a variety of equipment used in the daily operation of the police department. Such equipment includes telephone, fax, TDD phones, NAWAS phone, printers, shredder, computers, recording systems and radio dispatch system. There may be times when use of personal vehicle may be required.
Working Environment/Physical Requirements
Work is performed in an indoor setting with a controlled environment. Work involves sitting for long periods. Physical activity includes bending, stooping, reaching and lifting. Work includes involvement in highly intense and stressful situations. Frequently necessary to lift objects weighing 10 to 20 pounds. Must have vision acuity sufficient to operate a computer console and read printouts. Hearing acuity sufficient to hear and clearly understand radio/telephone traffic in an area where constant communication center background noise is present. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.
Education
High school diploma or equivalent required, associate’s degree in related field preferred. Communications Operator training preferred.
