Job Summary/Scope
Schedules and supervises work of assigned crews involved in both the maintenance and preventive maintenance and repair of streets, alleys, ditches and storm sewers. Assists with budget preparation for the Street Maintenance Division.

Supervisory Responsibility
Integral to the position of Senior Work Leader is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.

Essential Duties and Responsibilities
  • Plans and schedules daily tasks and ISSUES work orders to assigned crews.
  • Supervises crews and inspects work in progress.
  • Instruct and trains employees in proper equipment operation, work methods, and safety procedures.
  • Receives and resolves complaints concerning potholes, street cleaning, trees, weeds, and other street maintenance related problems.
  • Serves as a supervisor during snowstorms, ice storms, thunderstorms or any other emergency which the Storm Control Center and Street Maintenance crews would be involved in.
  • Maintains computer records of repairs and maintenance and processes necessary paperwork.
  • Oversees material control and requisitions materials to be purchased.
  • Operates and maintains equipment such as mowers, sweepers, weed eaters, and heavy equipment used in street repairs as needed.
  • Estimates materials, manpower, and equipment needed for budgetary purposes.
  • Completes accident reports.
  • Prepares employee evaluations as required.
  • Ensures traffic control devices are properly utilized and placed, following MUTCD guidelines.

Other Duties and Responsibilities
Performs all other related duties as assigned.


Required (Essential) Skills, Knowledge and Abilities
  • Knowledge of general street construction, maintenance and preventative maintenance procedures for asphalt, concrete and brick pavements, as well as bridge, culvert, and storm sewer construction.
  • Ability to lead and direct work activities of others.
  • Skills in Microsoft Office and knowledge of asset management software required.
  • Knowledge of the layout of City streets, work districts, and address system of St. Joseph.
  • Skills in the operation of heavy equipment including, but not limited to loaders, graders, sweepers, flushers, dump trucks, and snow removal equipment.
  • Skills in training subordinates in the proper and safe operation of machinery and equipment.
  • Ability to train others in the safe and proper use of equipment.
  • Ability to interpret federal, state, and local laws.
  • Ability to communicate effectively and prepare concise and accurate reports
  • Valid Class A CDL with Tanker and endorsement required.
  • Required to be on-call and /or carry a cell phone and respond to emergencies as needed.

Materials and Equipment Directly Used
Generally, operates a pickup but may be called upon to operate a variety of equipment such as personal computer, loader, grader, backhoe, skid steer loader, sweeper, flusher, slurry seal machine, roller (rubber tired or steel wheeled) vibratory compactor and various snow removal equipment. Materials used may include but are not limited to, crack seal material, hot and cold asphalt patch materials, concrete, paving brick, weed killer, various cutback and emulsified liquid asphalt’s both hot and cold, as well as various de-icing materials. There may be times when use of personal vehicle may be required.

Working Environment/Physical Requirements
Exposure to extreme weather conditions. Occasional lifting of objects weighing less than 50 pounds with assistance. Frequent standing, walking, bending, stooping, and kneeling. Work is frequently performed in live traffic. Long hours in a vehicle will also be required. Will need to perform on-site inspections. Work involves oral communication through the use of telephone or in person. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor

Education/Experience
High School education or equivalent required. Three to five years prior experience in a related field required.


Passing of a drug screening required prior to appointment.
