Job Summary/Scope
The Centralized Procurement Division is responsible for coordinating, administering, and managing the full lifecycle of competitive solicitations and centralized purchasing activities. The City uses the Ionwave online bidding platform for all formal bids. This position ensures procurement processes comply with applicable laws, regulations, and internal policies while promoting transparency, accountability, and bast-value purchasing for the organization. Position works closely with the departments to consolidate needs, develop specifications, draft competitive solicitations, evaluate bids and proposals, and facilitate awards.

Essential Duties and Responsibilities
  • Assist with development, preparation, and issuance of Invitations for Bid, Request for Proposals, or Request for Qualifications.
  • Issue Addenda, respond to vendor Q&A, and unseal bid solicitations.
  • Analyze bid submissions for responsiveness, responsibility, and overall procurement compliance.
  • Facilitate evaluation process and award recommendations bids.
  • Attend pre-bid meetings.
  • Meets and confers with suppliers, vendors, and various City personnel to facilitate and to expedite the procurement process.
  • Provide guidance to staff and departments on procurement process, centralized purchasing procedures, and bidding requirements.
  • Reviews and processes requisitions and purchase orders for completeness and procurement compliance.
Required Knowledge, Skills and Abilities
  • Two (2) years' experience in public procurement, contracting, or competitive bidding processes.
  • Knowledge of procurement laws, regulations, and procurement best practices. Some knowledge of contract law.
  • Familiarity with centralized procurement models
  • Strong writing and analytical skills, particularly in developing specifications and evaluating bids.
  • Proficiency with Microsoft Office.
  • Attention to detail.
  • Ability to balance multiple projects and deadlines.
  • Clear, professional communication skills.
  • Strong ethical judgement and commitment to transparency.
  • Ability to work collaboratively with multiple departments, vendors, and the general public.
  • Valid driver’s license required.

Material and Equipment Directly Used
Uses a variety of standard office equipment including computers, typewriter printers, copiers, 10-key adding machine, telephone and other related equipment. May require occasional use of personal vehicle.


Working Environment/Physical Requirements
Work is performed in an office setting with a controlled environment and may require offsite travel by car or other means of transportation. Work involves bending, stooping, reaching and prolonged sitting and working at a computer terminal. Seldom need to lift more than 10 to 20 pounds. Work involves oral communication through the use of telephone or in person. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of, and approved by, the appropriate supervisor.


Education
Bachelor’s degree in Business, Supply Chain Management or related field preferred, or equivalent combination of education and professional experience which provides the required knowledge, skills, and abilities.
