Job Summary/Scope
Performs all duties necessary to operate a wastewater treatment facility and maintain associated process data management system. Assists safety coordinator with implementation and monitoring of the facility Safety Program. Directly supervises work done by other plant operators. Oversees daily operation of bio solids dryer and manages facility fertilizer program.

Supervisory Responsibility
Integral to the position of Master Plant Operator is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining.

Essential Duties and Responsibilities
  • Inspects wastewater treatment processes and equipment to ensure proper operation
  • Monitors and maintains process data management system
  • Trains new operators and assists operators and maintenance personnel as necessary
  • Coordinates and conducts tours of the treatment facility.
  • Serves as back-up to Operations Manager.
  • Diagnosis and resolves complex treatment process issues using large data sets and trends.
  • Serves as the facility spokesperson in the absence of the Superintendent & the Operations Manager.
  • Remains on call after hours for emergencies.
  • Coordinates with lab supervisor on oversight of biosolids fertilizer program
  • Coordinates with customers and truck drivers to schedule biosolids pellet pick up.
  • Monitors and directs daily operation of bio solids dryer and belt presses.
  • Troubleshoots mechanical issues and conducts minor to moderate maintenance repairs.
  • Assists in Safety Program implementation
  • Completes and maintains plant inventory of fixed assets.
  • Assembles data for regulatory reporting
  • Performs cleaning of assigned buildings
  • Assists in maintenance of plant instrumentation

Required Knowledge, Skills and Abilities
  • Missouri class “A” level wastewater treatment license required at time of hiring
  • Knowledge of modern wastewater treatment plant procedures and practices
  • Knowledge of electronics, biology, microbiology, and related laboratory procedures.
  • Skills in math, management, report preparation, purchasing and employee relations.
  • Five to seven years of prior experience is required
  • Knowledge of wastewater data management systems
  • Skills in record keeping and maintenance of operational logs
  • Skills in public relations
  • Skills in computer operations
  • Ability to lead and direct the work activities of others
  • Knowledge of mechanical pumps and hydraulics
  • Valid Missouri driver’s license
  • Ability to operate forklift and skid steer

Material and Equipment Directly Used
Daily use of computers, data management, measurement instrumentation and wastewater equipment associated with plant operations. Operates light vehicle. Occasionally operates fork lift, skid steer and scissor lift, There may be times when use of personal vehicle may be required.

Working Environment/Physical Requirements
Work is performed under a variety of conditions, ranging from indoor work with a controlled environment to outside tasks performed under a variety of extreme conditions such as cold, heat, windy and wet. Routinely lifts objects weighing up to thirty pounds. Occasionally lifts objects weighing as much as sixty pounds or assist in lifting objects weighing more than 100 pounds. occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic). Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.

Education
High school diploma or equivalent required; Associate degree in related field is preferred. Class “A” Missouri Wastewater License required.
