JOB TITLE: Superintendent of Solid Waste/Recycling DEPARTMENT: Public Works & Transportation DIVISION: Landfill SALARY: Negotiable CLOSING DATE: Until filled Job Summary/Scope Oversees operations of the landfill and recycling center. Ensures compliance with federal, state and local environmental regulations and laws established by the Environmental Protection Agency, Missouri Department of Natural Resources and other applicable agencies. Oversees the direct and indirect supervision of all landfill and recycling employees. Prepares and administers the budget for operation of the landfill, recycling center and for purchase of equipment, materials and professional services. Supervisory Responsibility Integral to the position of Superintendent is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining. Essential Duties and Responsibilities Purchases all necessary materials, equipment and parts necessary for operation. Solves problems related to proper operation and design of landfill and recycling center projects. Oversees scheduling of employees and equipment to maintain the overall operation of the landfill and recycling center. Conducts inspections at the landfill to ensure compliance with State and Federal Regulations. Maintains records to meet State and Federal regulations. Review all special waste request forms submitted to the landfill. Writes and approves specifications for the purchase of new equipment. Preforms personnel related functions such as review performance of employees, hiring, firing, discipline, promotion and demotion. Oversees maintenance of heavy equipment used in the landfill operation. Member of the county LEPC. Other Duties and Responsibilities Oversees and provides guidance to the Chief Master Mechanic with equipment maintenance. Operates equipment including dozers, scrapers, loaders, motor grader, skid steer loaders, materials baler and roll off truck when needed to maintain operational strength. Assists with marketing of recycled products. Performs all other duties as assigned. Examples of professional conduct include, but are not limited to, being communicative, informative, fair, honest, and respectful. Required Knowledge, Skills and Abilities Valid State driver’s license required Skills in the operation and maintenance of heavy construction equipment. Skills in planning and scheduling personnel and construction projects. Knowledge of laws and regulations governing landfill and recycling operations in the State of Missouri. Knowledge of general construction methods. Ability to read plans and follow them for site development. Ability to oversee construction quality assurance of liner construction, siltation pond construction, etc. Ability to conduct soil and water run off sampling. Ability to communicate effectively and prepare concise and accurate reports. Strong knowledge of computer networks and software to maintain scale and billing systems. Material and Equipment Directly Used Computers, dozers, scrapers, loaders, motor grader, skid steer loaders, materials baler, roll-off truck, and all other equipment and materials associated with landfill and recycling operations. There may be times when use of personal vehicle may be required. Working Environment/Physical Requirements Subject to extreme weather conditions and environmental conditions. Contact with all types of municipal solid waste possible. Exposure to various odors. Occasional lifting of materials 50 pounds or greater. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor. Education Associates degree in a related field required. Bachelor’s degree preferred, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must have or be able to obtain within 6 months Certified Solid Waste Technician License from the Missouri Department of Natural Resources and Manager of Landfill Operations Certification from Solid Waste Association of North America. Minimum of 7 years of related landfill experience. All applicants must pass a drug screening and criminal background check prior to employment. Any job offer made by the City is contingent upon the applicant passing the drug screening and background check.
