Job Summary/Scope
Oversees project and construction management of General Services and other departmental projects throughout the City of Saint Joseph. Work involves administrative and technical assistance to the Chief Project Manager.

Essential Duties and Responsibility
  • Supervises, manages, and coordinates projects in the General Services Department. Assists other project management employees with projects and technical specification writing.
  • Meets with general services staff, public works, and other departments to provide project management. Research data and information as needed.
  • Collaborates with various local and state governments or agencies, community organizations, and city departments to consolidate resources, enhance productivity, and ensure the desired outcome of assigned projects.
  • Plans for future projects. Estimates all costs associated with projects, including design, land acquisition, and construction. Prepares and monitors schedules for all projects.
  • Evaluates, recommends, and negotiates contracts for outside professional services, both engineering and architectural. Reviews work in progress and upon completion and recommends payment.
  • Conducts trips to the field to inspect construction on city contracts, work by other Public Works divisions, drainage problems, and to handle citizen inquiries and complaints.
  • Reviews plans submitted by other professionals for sanitary sewers, subdivisions, and stormwater appurtenances. Prepares, maintains, and updates City standards for construction and infrastructure development.
  • Responds to citizen complaints and questions.

Other Duties and Responsibilities
Performs all other related duties as assigned.

Required Knowledge, Skills and Abilities
  • A minimum of four years of experience in project management and two years of college focusing on civil engineering, construction, or project management.
  • Valid Driver's License required.
  • Comprehensive knowledge of the principles and practices of operations, as applied to public works activities and projects within a city environment.
  • Skill in public relations.
  • Ability to communicate effectively both orally and in writing.
  • Must develop a general knowledge of the City Code of Ordinances, State and Federal laws and regulations pertaining to general public works operations within six months from the date of employment.

Materials and Equipment Directly Used
Uses a wide range of materials and office equipment such as a computer with various software applications, printers, and copiers. Also uses a wide range of tools when conducting inspections on city contracts. There may be times when use of a personal vehicle may be required.

Working Environment/Physical Requirement
Work is mainly performed in an office setting with a controlled environment. Required to perform field visits in a wide range of weather conditions. Must be able to routinely lift objects weighing up to thirty pounds, occasionally lift objects weighing 50+ pounds with assistance. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor.

Education
Associate’s degree in civil engineering or related field required.
Bachelor’s degree in civil engineering or related field preferred.
